COMMUNIQUE ISSUED BY PDP GOVERNORS FORUM AFTER ITS 2025/4TH MEETING HELD IN IBADAN ON MONDAY, APRIL 15, 2025
The Peoples Democratic Party Governors' Forum (PDPGF) held its 2025/4th Meeting in Ibadan, Oyo State, and resolved the following:

1. Noting the nationwide speculations about possible merger of political parties, groups and/or associations, the Forum resolved that the PDP will not join any coalition or merger. However, the PDP as a major opposition party welcomes any party, persons or groups that are willing to join it with a view to wrestling power and enthroning good leadership in 2027.

2. The Forum reiterates its position taken in Asaba on the issue of the National Secretary of the party, but in the wake of the Supreme Court judgment, Forum resolved to recommend that the Deputy National Secretary acts as National Secretary, pending the nomination and ratification of a Substantive Secretary from the South East Zone and NEC respectively at its next meeting.

3. The Forum reasserts our collective determination to avert a rape of our constitutional democracy hence the decision of approaching the Supreme Court to give a clear cut verdict on the interpretation of the provisions of the law on the declaration of State of Emergency in any state.

The Forum restates its solidarity with His Excellency, Sir Siminalayi Fubara, on the ordeal into which his state and people are being plunged by the declaration of a state of emergency. And we reiterate our commitment to stand with him till the end.

4. The Forum finds alarming the worsening security situation in the country, as evidenced in parts of the country especially Borno, Plateau, Katsina and Edo States. The Forum calls for review and reordering of priorities and strategies including adopting a bottom up template that guarantees the sub-nationals to constitute an effective line of defence against security breaches. While raising the concerns above, we condemn the recent attacks in Plateau State, and commiserate with the government and people of the state especially those who lost their lives and properties during this unfortunate mishap.

5. The Forum resolves that working in conjunction with the National Working Committee (NWC) and other relevant organs of the party, to hold a NEC Meeting on the 27th of May, 2025; constitute a Zoning Committee that will address all issues relating to zoning of party offices and hold an early convention in August 2025, precisely on the 28th, 29th and 30th in the ancient city of Kano.

6. The Forum equally recommends the constitution of the Zoning and National Convention Committees for ratification by the NWC and NEC as follows;

Zoning Committee: Gov. Douye Diri -Chairman; Gov. Dauda Lawal - Vice Chairman and Gov. Caleb Mutfwang - Secretary, while the National Convention Committee has Gov. Ahmadu Fintiri as Chairman; Gov. Ademola Adeleke as Vice Chairman and Gov. Peter Mbah as Secretary.

7. The Forum expressed its gratitude to the host Governor, His Excellency, Engr. Seyi Makinde, the government and good people of Oyo state for their hospitality.

Controversial singer, Okikiola Badmus, popularly known as Portable, has been remanded in the Oke Kura Correctional Centre in Ilorin, the Kwara State capital, over his inability to meet stringent bail conditions imposed by an Upper Area Court in the state.

This follows the singer’s appearance in court on Monday on the charges of defamation character leveled against him by veteran Fuji musician Akorede Saheed, aka Saheed Osupa.

The ‘zazoo-zeh’ crooner, however, received bail of N1 million and other stringent bail conditions, including providing two sureties in like sum.

According to the court’s directive, one of the sureties must be either the Chairman or Secretary of the Performing Musicians Association of Nigeria, while the other must be a property owner within a Government Reserved Area in Ilorin, supported by a valid Certificate of Occupancy.

Oyo State Government through the ministry of Youth and Sports has announced the shortlisted nominees for the Most Impactful Young Persons award in 2025. The award, themed "Unlocking Youth Potential; Addressing Needs, Fulfilling Dreams," recognizes outstanding young individuals between 18 and 40 years old who have excelled in their chosen fields and contributed to state and national development.

Governor Seyi Makinde's administration has prioritized youth development and empowerment, evident in the recent constitution of a youth-dominated cabinet.

The Ministry of Youth and Sports will soon announce the date for the commencement of voting to select the winners of each category for the Most Impactful Young Persons award.

OYO LAWMAKER, HON.BABALOLA ABIODUN CHARGED THE OYO EXECUTIVE TO STRENGTHEN CERVICAL CANCER SCREENING AND PREVENTION MEASURES TO REDUCE MORBIDITY AND MORTALITY AMONG WOMEN IN OYO STATE

The cervical cancer remains one of the leading causes of cancer-related deaths among women globally, despite being largely preventable through early detection and treatment. According to the World Health Organization (WHO), 99.8% of cervical cancer cases can be prevented through regular screening and vaccination. However, Nigeria accounts for a significant portion of global cervical cancer cases, with thousands of women losing their lives annually due to late diagnosis, limited screening access, and inadequate awareness.

While Oyo State has made commendable strides in healthcare, the government must do more to integrate cervical cancer prevention into its health agenda. Research findings indicate that awareness of cervical cancer and screening uptake among women in the state remain critically low, with misconceptions and socio-cultural barriers further discouraging early testing. A study conducted in Oyo State by Owolabi and Jegede, (2023) revealed that only 38% of women are aware of cervical cancer, and just 49.3% recognize its symptoms. 

The absence of a well-coordinated, properly funded cervical cancer screening program in Oyo State has left many women vulnerable to a disease that could be detected and treated early. In addition, financial constraints has continued to make screening inaccessible to low-income women, which further increases their risk of late-stage diagnosis and death.

Many families are thrown into hardship when women, who are often the primary caregivers, succumb to preventable diseases. The financial toll of late-stage cancer treatment far outweighs the cost of preventive screening. It is therefore, imperative for the state to act decisively in scaling up screening services.


House Resolves to urge:

1. The Executive Arm of Government, through the Ministry of Health, Primary Health Care Board and Oyo State Health Insurance Agency (OYSHIA), to:

a. Develop a comprehensive cervical cancer screening program that ensures access to free or subsidized screening for women across all Local government areas (LGAs) in the state;

b. Establish more screening centers in rural and remote areas to eliminate geographic barriers to early detection;

c. Embark on aggressive public awareness campaigns in collaboration with community leaders, religious organizations, and local associations to educate women about cervical cancer, its symptoms, and the importance of screening; and

d. Form partnership with non-governmental organizations, private healthcare providers, and international health agencies to mobilize resources and technical expertise for sustainable cervical cancer prevention initiatives.

Oyo State Government Releases ₦319 Million in Compensation for Road Project Victims

The Oyo State Government has taken a significant step to address the concerns of individuals affected by the Ajia Junction and Senator Adewolu Ladoja Circular Road projects. A total of ₦319 million has been released as compensation for victims of the projects.

This information was made known today, April 10, 2025, when the Honourable Commissioner for Lands, Housing and Urban Development, Mr. Williams Akin-Funmilayo hosted the beneficiaries at the Ministry conference hall, Secretariat, Ibadan.

Compensation Breakdown

- Ajia Junction Expansion: 16 individuals received ₦55 million as first-batch payment for their affected lands or properties.

- Senator Adewolu Ladoja Circular Road: 97 individuals will receive ₦264 million as first-batch payment for their affected lands or properties.

Mr. Salawu Abiola, Mrs. Agboola, and Alh. Abiola Alarape, representing the beneficiaries, expressed gratitude to Governor Seyi Makinde for this gesture. They appreciated the governor's efforts, despite initially not expecting compensation from the government.

The Senator Adewolu Ladoja Circular Road project is a comprehensive infrastructure development designed to enhance connectivity and reduce congestion. The project consists of four segments: Lagos-Ibadan to Ife-Ibadan, Ife-Ibadan to Ilorin-Ibadan, Ilorin-Ibadan to Abeokuta-Ibadan, and Abeokuta-Ibadan back to Lagos-Ibadan expressway. By constructing a circular road that connects major highways, the project aims to improve traffic flow, reduce travel time, and enhance connectivity between major cities in Oyo State and neighboring states, ultimately promoting economic growth and development in the region.

Recall that in October 2023, the Oyo State Government compensated a business owner along the Ajia-Egbeda road with over ₦100 million for their demolished property. This demonstrates the government's commitment to addressing the impact of infrastructure development projects on local communities.

To ensure transparency in the compensation process, Governor Makinde has earlier established a monitoring team to verify and supervise the distribution of compensation for landowners affected by the Senator Adewolu Ladoja Circular Road project.

Oyo Pays N264m As Compensation For Property Owners On Circular Road
The Oyo State Government, on Thursday commenced the first batch of Two Hundred and Sixty-four Million Naira (N264m) as compensation to property owners affected on the Senator Rasheed Adewolu circular road corridor.

The presentation of cheques was held today at the conference room, Ministry of Lands, Housing and Urban development, Agodi Ibadan.

Recall that the Government had earlier conducted an identification and verification exercise for the property owners on the corridor of the project after which their property was valued for the compensation.

The commissioner for Lands, Housing and Urban Development, Hon. Akin-funmilayo Williams stated that the Oyo State Government under the leadership of Governor Seyi Makinde had earmarked the sum of two hundred and sixty four million naira for the first batch as compensation to the affected claimants.

He explained that the Oyo state government considered it important to compensate land owners who were affected by the construction of the road, adding that the road would add value to the state.

Hon. Akin- funmilayo said the Oyo state Government and affected property owners ensured proper scrutiny of the list.

The Commissioner urged property owners, with genuine documents, to approach the Ministry for adequate compensation.

“The Governor has earmarked the sum of Two hundred and sixty four million naira N264, 000, 000. 00k) as compensation to the affected claimants in the first batch of this exercise”, he said.

A claimant, Mr. Salawu Abiola expressed gratitude to Governor 'Seyi Makinde for his unprecedented achievement and empathy towards the affected property owners.

PDP Postpones North Central, South South and South West Congress
The National Working Committee of the Peoples Democratic Party (PDP) has approved the postponement of the Party’s Zonal Congress in the North Central, South South and South West Zones earlier scheduled for Saturday, April 12, 2025.

The postponement of the Congress is in solidarity with the Governor and people of Plateau State over the recent killings in the State as well as to enable State Governors in the affected Zones attend and fully participate in the PDP Governor’s Forum meeting scheduled to hold in Ibadan, Oyo State on Sunday, April 13 and Monday, April 14, 2025.

Consequently, the NWC has approved the rescheduling of the South West Zonal Congress to Wednesday, April 16, 2025, while a new date for the North Central and South South Zonal Congress will be communicated by the Party in due course.

To this effect, the NWC charges the Chief Emmanuel Ogidi-led South South Zonal Caretaker Committee to continue to oversee the activities of the Party in the Zone in accordance with the provisions of the Constitution of the PDP (as amended in 2017) until a new South South Zonal Executive is elected.

The NWC urges all leaders, critical stakeholders, teeming members of the PDP, the Independent National Electoral Commission (INEC), the media, security agencies and the general public to note the postponement and be guided accordingly.

Oil marketers have stated that Nigerians will soon heave a sigh of relief as the pump price of petrol, will drastically reduce due to the continuation of crude and refined product sales in the naira initiative by the Federal Government.

They also stated that a major player in the sector, Dangote Refinery, is anticipated to lower its petrol loading costs by the end of this week, further contributing to the reduction in fuel prices.

The National Publicity Secretary of the Independent Petroleum Marketers Association of Nigeria, Chinedu Ukadike, reassured the public of the forthcoming price drop while commenting on the Federal Executive Council’s directive regarding the naira-for-crude agreement.

The official, however, couldn’t project the expected amount as the price at which the government will sell its products remains unclear.
