Agriculture: Governor Yusuf Flag off Distribution of Over N1 billion Worth of Free Fertilizers to Smallholder Farmers in Kano

overnor Abba Kabir Yusuf Thursday unveiled the distribution of free fertilizers worth over one billion naira to smallholder farmers including females and People with Disabilities in the state. 

A statement by Sanusi Bature Dawakin Tofa, the Spokesperson to the Governor, said the initiative was in fulfilment of Governor Yusuf's campaign promise to improve livelihood through investment in Agribusiness. 

Governor Yusuf had during his campaign activities towards the 2023 elections promised to champion Agricultural transformation through the provision of quality and affordable Agricultural inputs as contained in his 70-page blueprint presented to the good people of Kano titled "My Commitment for Kano"

Besides, the Dawakin-Tofa revealed that over a billion naira worth of NPK fertilizers that were distributed to 52,800 smallholder farmers across the 44 Local Government areas were produced by the state-owned Kano Agricultural Supply Company (KASCO).

Governor Abba Kabir Yusuf while flagging off the agricultural input disbursement explained the intention was to reduce the cost of production and boost food security. 

The state executive council had also approved the procurement of over five billion naira worth of fertilizers that will soon be made available to Kano farmers at a subsidised rate.

The Governor stressed that farmers already battling with the high cost of inputs and labour occasioned by economic reality, now have cause to redouble energy to multiply their produce. 

He emphasised the government's readiness to sustain food production through a regular supply of fertilizer production by the state-owned company (KASCO). Governor Yusuf said KASCO and other state manufacturing centres are being strengthened to revitalise revenue flow and sustain the economy of the state. 

The beneficiaries which include women farmers and people living with disabilities are expected to receive 25kg of NPK fertilizer to support their farming activities and eventually boost the yield of their crops and improve the livelihood of the people.

Deputy Speaker Benjamin Kalu moved the motion at plenary during a debate on the need to avert a planned nationwide protest by appealing to the proponents to be patient with the Tinubu administration. 

Adopting the original motion by Representative Ayokunle Isiaka, the House appealed to the general public to promote a peaceful and constructive approach towards addressing national issues.

Breaking: Senate Moves to Establish Local Government Electoral Commission

A bill aiming to create a federal agency for local government elections passed its first reading in the Senate on Thursday, July 18.

 

The bill, titled “Local Government Independent Electoral Commission (Establishment) Bill, 2024 (SB. 531),” was sponsored by Senator Sani Musa, Chairman of the Senate Committee on Finance (APC, Niger East).

COMMUNIQUE ISSUED BY THE PDP GOVERNORS’ FORUM AT THE END OF ITS MEETING IN ENUGU, ENUGU STATE ON WEDNESDAY, 17TH JULY 2024.
The PDP Governors’ Forum under the leadership of H.E. Governor Bala A. Mohammed, CON, held a meeting at the Enugu State Government House, Enugu, on Wednesday, July 17, 2024.

2. The meeting deliberated on a wide range of issues that border on our critical national interest, the state of our party particularly the forthcoming congress, the unprecedented hardship faced by majority of Nigerians as a result of the dismal performance of the APC-led Federal Government, the minimum wage negotiations, and the recurring issue of inter-governmental relations with special reference to local government autonomy and funding.

3. Following exhaustive discussions and consultations, the meeting resolved as follows:

i. UPCOMING PARTY CONGRESSES

a. In the spirit of the founding fathers of our great party who adopted internal democracy as the fundamental principle on which our party was built, the congresses leading to the election of party leaders, at the various tiers, must be all-inclusive, transparent, fair and in strict compliance with the constitution of the party.

b. To ensure the successful conduct of the congresses across the 36 states of the Federation and the Federal Capital Territory, FCT.

ii. OFF SEASON ELECTIONS

On the off season elections in Edo and Ondo, the forum:

a. Admonishes all the parties to the elections to ensure that campaigns are issues-based, violence-free and in strict compliance with the provisions of the electoral act.

b. Urges the Independent National Electoral Commission (INEC) to provide a level playing field that guarantees transparent, fair and unimpeachable elections as any act of bias will be totally resisted.

c. Urges Mr. President to show leadership as a true democrat by refraining from making any statement suggestive of political interference in the entire process.

iii. THE ECONOMY

The Forum notes with dismay and grave concern the mismanagement of the economy by the APC-led Federal Government.

iv. MINIMUM WAGE NEGOTIATIONS

The minimum wage negotiations are becoming unduly protracted. In the face of the attendant unprecedented hardship and impoverishment of majority of our people, the Forum resolves as follows:

a. That Labour’s demand for a substantial salary raise is eminently justified and therefore commands the total support of the Forum

b. While the Forum fully supports Labour’s demand, agreement must take into consideration the ability to pay by the local government, sub-national and federal government.

b. While negotiations are ongoing, we appeal for restraint in both utterances and actions that could lead to the complete breakdown of law and order and ultimately, the collapse of the economy.

v. SUPREME COURT RULING ON LOCAL GOVERNMENT ALLOCATION

a. The Forum believes in the efficacy of the local government system which ensures that governance is brought closer to the people as provided for in the constitution.

b. Will continue to support the autonomy of the Local Governments as enshrined in the Constitution of the Federal Republic of Nigeria.

c. Forum holds the Supreme Court in the highest esteem, and is committed to obedience to court orders. However, the Forum urges that implementation of the court decision must be done in a manner that does not create a trust deficit between the federal governments and sub-national governments while also ensuring that the system does not suffer.

vi. THE CRISIS IN RIVERS STATE

The Forum notes the crises in the Rivers State Chapter of the party and commits to ensuring peace. The Forum has resolved to stand by His Excellency, Sir Sim Fubara, Governor of Rivers State; while at the same time employ wider consultations with stakeholders for a peaceful resolution and thus find a lasting solution to the crises.

vii. RESTORING THE NATION’S PAST GLORY

The Forum regrets that the 16 years of tremendous development under the PDP-led Federal Government, during which the country witnessed single digit inflation, the establishment of the existing anti-corruption institutions and higher standard of living for every Nigerian has been eroded during the life span of the lacklustre APC-led Federal Government.

The Forum identifies with the Nigerian populace in these troubling times and promises to bring back those good old days, of low inflation rate, affordable food, fuel and transportation, steady FDI inflows resulting in high naira value and the greater quality of human life as recorded.

In that regard, the meeting commended the Governors of PDP-controlled states for their innovative approaches to governance in many fields especially infrastructure, education, health, women and youth initiatives and the timely delivery of developmental projects, across the country.

The forum therefore calls on all Nigerians to refrain from anarchy as we all march towards the return of the PDP to power in 2027.

The meeting thanked the Host, His Excellency, Governor Peter Mbah for hosting the first meeting of the PDP Governors in recent times outside Abuja and for holding the Party together not only in Enugu State but in the entire South Eastern Geo-political Zone; as well as extolled his virtues and achievements as evidenced with major landmark projects and interventions.

No fewer than 13 states have fixed dates for Local Government elections in the aftermath of last Thursday’s Supreme Court judgement which prohibited federal allocation to council being administered by caretaker committees.

The states that have commenced council poll preparations include Kaduna, Kogi, Bauchi, Katsina, Osun, Enugu, Benue, Rivers, Jigawa, Imo, Kebbi, Abia, and Anambra states.

On Tuesday, the Kaduna State Independent Electoral Commission scheduled the council poll for October 19, 2024.

The Supreme Court had declared it unconstitutional for state governors to hold funds allocated for the local government councils.

In the judgment delivered by Justice Emmanuel Agim, the seven-man panel held that the 774 local government councils in the country should manage their funds themselves.

The court delivered the landmark judgment in suit: SC/CV/343/2024, filed by the Attorney-General of the Federation and Minister of Justice, Lateef Fagbemi (SAN) against the 36 state governors.

The AGF had sued the state governors through their respective state attorneys-general.

The apex court declared that the government is divided into three tiers: federal, state, and local governments.

S’Court verdict

The court further declared that a state government had no power to appoint a caretaker committee and a local government council was only recognisable with a democratically elected government.

“A democratically elected local government is sacrosanct and non-negotiable,’’ the apex court declared, putting an end to the practice of appointing caretaker committees to run the councils by the state governors.

The court further asserted that the use of a caretaker committee by the state governments to administer the local government violated the 1999 Constitution.

The Supreme Court further affirmed that the local government areas should be governed by a democratically elected government but “The state by the abuse of their power has worked against this law.”

The court declared that the 36 state governors had no power  to dissolve democratically elected local government councils to replace them with caretaker committees.

“Such an act is unlawful, unconstitutional, null and void,’’ Agim stated.

The apex court barred the state governors from receiving, retaining or spending the local government allocation.

It said the practice of receiving and retaining local government funds by the states had gone on for too long, describing it as a clear violation of section 162 of the 1999 Constitution, as amended.

The court held that the 1999 Constitution states that any money leaving the federation account must be distributed to the three tiers of government.

It added that it is the local government administrations that should receive and manage funds meant for the local councils.

Agim declared, “I hold that the state’s retention of the local government funds is unconstitutional.

“Demands of justice require a progressive interpretation of the law. It is the position of this court that the federation can pay LGA allocations to the LGAs directly or pay them through the states.

“In this case, since paying them through states has not worked, justice of this case demands that LGA allocations from the federation account should henceforth be paid directly to the LGAs.”

Following the verdict which was widely applauded, the Finance Minister and Coordinating Minister for the Economy Wale Edun, Attorney-General of the Federation and Minister of Justice, Lateef Fagbemi (SAN) were reported to have scheduled a meeting for Tuesday (yesterday) with the Federal Accounts and Allocation Committee officials to discuss the implementation of the apex court verdict.

The FMR-NEWS was unable to confirm if the meeting was held.

Kaduna LG poll

Announcing the date for the council poll at a meeting with political parties and other stakeholders on Tuesday, the Kaduna SIECOM Chairperson, Hajara Mohammed, explained that the current council officials members were sworn into office on November 1, 2021, and would end their three-year tenure on October 31, 2024.

She said, “The current council members were sworn into office on 1 November 2021 and will end their three-year tenure on 31 October. KAD-SIECOM is responsible for organising the elections of chairpersons, vice-chairpersons, and councillors in the state.

“In consonance with the provision of section 25(1) of the KAD-SIECOM Law 2024, the general public is hereby informed that the LGA council election will be held in Kaduna on Saturday, 19th October 2024, between 8am  and 4pm

“The commission issues the election timetable today, Tuesday 16th July 2024. The 2024 election guidelines have been released with the election timetable KAD-SIECOM is ready to conduct the election on the set date.”

The Jigawa state government is planting 5.5 million trees as part of the state's efforts to combat desertification, deforestation, and environmental degradation.
Governor Mallam Umar Namadi made this revelation during the official launch of the 2024 Tree Planting Campaign and the seedling distribution event, which took place in Andaza Town, Kiyawa Local Government area of the state.
In his speech, Governor Namadi emphasized the importance of tree planting in addressing the adverse effects of human interference with the natural environment, highlighting the negative consequences of desertification and the loss of forest reserves on environmental sustainability and livelihoods. He urged all citizens to take responsibility for protecting the environment and promoting eco-friendly initiatives.
"Protecting the environment has prominently featured as a key priority in our 12-Point Agenda," Governor Namad said. "Our commitment to conservation and sustainable utilization of natural resources is evident through our afforestation and reforestation programs, as well as the enforcement of environmental protection legislation."

He said over the past year, the Jigawa State Government has constructed approximately 20 kilometres of drainage systems and reclaimed 72 kilometres of eroded areas across various localities and more.

 "As part of our efforts to safeguard the environment, we have constructed approximately 20 kilometres of drainages and reclaimed 72 kilometres of eroded areas in several affected villages and towns across the 27 local government areas of the state in the last year." We have completed most of these and are nearing completion on a few others. In areas of flood mitigation, we have desilted 72 kilometres along the Hadejia River Channel from Gagiya in Guri Local Government to Wacakal in Yobe State.”

Governor Namadi reiterated his commitment to expanding ongoing environmental programs, including the production of 2.5 million tree seedlings annually. He expressed delight that this year's campaign exceeded expectations with the production and distribution of over 5.5 million assorted seedlings, a first in Jigawa State's history.

“One of the commitments I made to the people of Jigawa State during my inauguration as Governor of Jigawa State was to reinvigorate and expand ongoing programs, including the production of 2.5 million tree seedlings annually for distribution to the citizens, public sensitization on tree planting, deforestation, and general environmental protection.”

The Governor commended the Ministry of Environment, local community-based organizations, and private nurseries for their collaboration in achieving this unprecedented feat. He directed all local governments to assist communities in maintaining the seedlings, and he urged the Ministry of Environment to reinvigorate its Afforestation Monitoring Committee to ensure effective planting and maintenance.

"The people who collect these tree seedlings must take responsibility for their maintenance, protection, and survival. Even if only 90% of the 5 million seedlings survive, it will result in 4.5 million new trees, significantly impacting our environment positively."

Governor Namadi also expressed gratitude to the World Bank-Assisted ACreSAL Project and the Great Green Wall (GGW) Project for their support in building environmental resilience and enhancing the state's greenery.

President Bola Tinubu has approved the appointment of Mrs. Didi Esther Walson-Jack, OON, as Head of the Civil Service of the Federation, with effect from August 14, 2024.

Mrs. Walson-Jack was appointed as Federal Permanent Secretary in 2017 and has served in several Ministries.

The new appointee will take over from the incumbent Head of the Civil Service of the Federation, Dr. Folasade Yemi-Esan, CFR, who is due to retire on August 13, 2024.

President Tinubu, while thanking the outgoing Head of Service for her stewardship, tasks the incoming Head of Service to discharge her duties with innovative flair, integrity, and stringent adherence to the extant rules and regulations of the Civil Service of the Federation.

The Federation Account Allocation Committee (FAAC), at its July 2024 meeting chaired by the Minister of Finance and Coordinating Minister of the Economy, Wale Edun, shared a total sum of N1,354.371 Trillion to the three tiers of government as Federation Allocation for the month of June, 2024 from a gross total of N2,483.890 Trillion.
The Federation Account Allocation Committee (FAAC), at its July 2024 meeting chaired by the Minister of Finance and Coordinating Minister of the Economy, Wale Edun, shared a total sum of N1,354.371 Trillion to the three tiers of government as Federation Allocation for the month of June, 2024 from a gross total of N2,483.890 Trillion.

From the stated amount inclusive of Gross Statutory Revenue, Value Added Tax (VAT), Electronic Money Transfer Levy (EMTL), Exchange Difference (ED), and an Augmentation of N200 Billion, the Federal Government received N459.776 Billion, the States received N461.979 Billion, the Local Government Councils got N337.019 Billion, while the Oil Producing States received N95.598 Billion as Derivation, (13% of Mineral Revenue).

The sum of N92.112 Billion was given for the cost of collection, while N1037.407 Billion was allocated for Transfers Intervention and Refunds.

The Communique issued by the Federation Account Allocation Committee (FAAC) at the end of the meeting indicated that the Gross Revenue available from the Value Added Tax (VAT) for the month of June 2024, was N562.685 Billion as against N497.665 Billion distributed in the preceding month, resulting in an increase of N65.020 Billion.


From that amount, the sum of N22.507 Billion was allocated for the cost of collection and the sum of N16.205 Billion given for Transfers, Intervention and Refunds. The remaining sum of N523.973 Billion was distributed to the three tiers of government, of which the Federal Government got N78.596 Billion, the States received N261.987 Billion and Local Government Councils got N183.391 Billion.

Accordingly, the Gross Statutory Revenue of N1,232.667 Trillion received for the month. From the stated amount, the sum of N68.951 Billion was allocated for the cost of collection and a total sum of N1,021.202 Trillion for Transfers, Intervention and Refunds.


The remaining balance of N142.514 Billion was distributed as follows to the three tiers of government: Federal Government got the sum of N48.952 Billion, States received N24.829 Billion, the sum of N19.142 Billion was allocated to LGCs and N49.591 Billion was given to Derivation Revenue (13% Mineral producing States).

Also, the sum of N16.346 Billion from Electronic Money Transfer Levy (EMTL) was distributed to the three (3) tiers of government as follows: the Federal Government received N2.354 Billion, States got N7.846 Billion, Local Government Councils received N5.492 Billion, while N0.654 Billion was allocated for Cost of Collection.


The Communique also disclosed the sum of N472.192 Billion from Exchange Difference, which was shared as follows: Federal Government received N224.514 Billion, States got N113.877 Billion, the sum of N87.794 Billion was allocated to Local Government Councils, N46.007 Billion was given for Derivation (13% of Mineral Revenue).

It further disclosed an Augmentation of N200 Billion which was shared as follows: Federal Government got N105.360 Billion, the States received the sum of N53.440 Billion, while the sum of N41.200 Billion was allocated to Local Government Councils.

Companies Income Tax (CIT) and Value Added Tax (VAT) increased significantly, while Import and Excise Duties and Electronic Money Transfer Levy (EMTL) increased marginally. Petroleum Profit Tax (PPT), Royalty Crude, Rentals and Customs External Tarrif levies (CET) recorded considerably decreases.

According to the Communique, the total revenue distributable for the current month of June 2024, was drawn from Statutory Revenue of N142.514 Billion, Value Added Tax (VAT) of N523.973 Billion, N15.692 Billion from Electronic Money Transfer Levy (EMTL), N472.192 Billion from Exchange Difference and Augmentation of N200 Billion, bringing the total distributable amount for the month to N1,354.371 Trillion.

The balance in the Excess Crude Account (ECA) as at July 2024 stands at $473,754.57.

Oyo Govt. Registers Over 438,000 Properties With New Technology

The Oyo State Government on Monday, revealed that through existing technological supports, it has digitalised a total of 438, 091 Property cards for public access.

This was revealed during the launch of the Online Property Title Search Platform by Governor Seyi Makinde in Ibadan.

Speaking during the launch, held at the Ministry of Lands, Housing and Urban Development, the Governor, described the platform as a profound accomplishment that marks a significant milestone in his administration's journey towards a more efficient and transparent lands administration system.

Represented by his Chief of Staff, Otunba (Hon.) Segun Ogunwuyi, the Governor said the Online Property Search platform, developed by Oyo State Ministry of Lands, Housing and Urban Development in partnership with her revenue Land Consultants, Messrs Private Network Nigeria Limited, is a veritable tool for enhancing, transforming and digitalizing the process for property search in the state.

He said, "transparency and accessibility are fundamental pillars in pursuit of progress and development in our Omituntun 2.0 working document, the Roadmap for Sustainable Development 2023 - 2027"

"We promised the people of this state to simplify land administration processes and further enhance the documentation of private lands. Today, with the launch of this online portal, we take a decisive step forward in simplifying the process of property acquisition and registration in Oyo State. This initiative not only aligns with our administration's commitment to leveraging technology for public service but also underscores our dedication to ensuring that every citizen has equal access to information and resources", he added.

He continued, "With the Online Property Search platform, residents, investors, and stakeholders can now navigate the complexities of property transactions with ease. Whether it's verifying land titles, checking property ownership records, or understanding zoning regulations, this platform empowers users with the tools they need to make informed decisions swiftly and securely."

Also speaking the Commissioner for Lands, Housing and Urban Development, Mr. Funmilayo Williams noted that the platform will enhance service delivery by transitioning from manual property search to an online system.

The Commissioner added that the platform is also a testament to the Ministry's commitment to harnessing technology to improve the lives of citizens. 

He said it represents a new era of accessibility, convenience, and inclusivity in the property sector, empowering citizens to make informed decisions about their property choices, fostering economic growth, and enhancing our global competitiveness

He urged all stakeholders, from citizens to investors, to embrace the new era of accessibility and efficiency.

The Head of Service, Mrs. Olubunmi Oni, noted that the launch of the online platform marks a crucial step forward in the collective quest for innovation, transparency, efficiency, and accessibility in the realm of property ownership and transactions within the Lands sector in Oyo State.

She commended the Ministry of Lands, Housing and Urban Development for the laudable idea of embracing technology to improve service delivery to the people of Oyo State.

"The online property search feature will make the process easier, more convenient, and faster, allowing citizens to conduct property searches from anywhere in the world.", she said.

She noted that the humoguous tasks of the Ministry can be more effectively and efficiently carried out with minimal challenges through the support of technologically driven innovations, such as the online property search platform. 

She admonished the civil servants that will drive the process is to ensure the technology driven property search being launched today is owned by them. 

"They should be willing to provide regular data updates and be ready to learn", she said.

The Permanent Secretary, Ministry of Lands, Housing and Urban Development, Mrs. Mofoluke Adebiyi said the launch is an aftermath of a retreat for staff members of the Ministry for better service delivery. 

She said the platform will foster transparency in property transactions and promote accountability, through easy access to accurate property information. 

Also, the General Manager of Private Networks Nigeria Limited, Mr. Ladigbolu Ayodeji said the platform will enable authorised individuals and organisations easy access to property information and transactional details from anywhere around the globe. 

He lauded the Oyo State Government for keying into technology, adding that the platform will reduce the bureaucratic hurdles in search for property information and enhance efficiency. 

The event was witnessed by key stakeholders, including Estate Surveyors, representatives of Nigeria Bar Association among others, who solicited a wider spectrum to sensitize citizens on how the platform works.

Last Saturday, 13th July, 2024, the Director General of the Oyo State Liaison Office in Lagos and Abuja, Hon. (Dr) Oloye Ezekiel Temitope Oladimeji, popularly known as OTOPE, alongside the Executive Chairman of Ona Ara Local Government, Dr. Kolapo Temitope GLORIOUS', MAYOR of The Elite Broadcasters (TEB) and Head of Yoruba Programs, Agidigbo FM, Aare Olabode Anisoloja, the National Association of Nigeria Students (NANS) JCC Oyo axis Chairman, Comrade Adegoke Ridwan Ademola, the Yoruba Council of Youth Worldwide (YCYW), Ona Ara Youth Stakeholders among others, gathered to honor Omoluabi Alawode Rahmon Akintunde (Asoju-Odo) get-together special prayer in celebration of Hijrah 1446.

A statement signed by the Chief of Staff to Asoju Odo Alawode, Ogbeni Oladimeji Ibrahim, and made available to newsmen on Sunday, noted that the event was a joyous occasion, filled with unity and the shared goal of celebrating the Islamic New Year while honoring a distinguished member of the community.

In the spirit of love and celebration of the Islamic New Year, the youths and students gathered to honor this special event.

Other notable attendees included the Leader of the Legislative Arms of Ona Ara Local Government, Hon. Ile Baba Lanase is a historical Islamic edifice built by Sheikh Al-Islam Muritdo, which has produced first-class Islamic scholars in the western region of Nigeria.

In the western region of Nigeria, Baba Lanase, Al Sheikh, Al Khalifah Moulana Imam Mur'tadho Usman Lanase's Arabic citadel of learning, stands as the foremost Islamic fortress in Yoruba land, producing prominent scholars throughout Nigeria's history. Baba departed this sinful world on April 4th, 1954, and was succeeded by his first son, Al-Khalifah Qozeem Usman Lanase.

Al-Khalifah Sheikh Imam Qozeem Usman Lanase, the first khalifah and the biological father of His Eminence Fadilat Sheikh Moulana Imam Mojeed Olanase (the Chief Imam of Omititun Central Mosque), significantly contributed to the growth of Islam. His preaching, modern and top-notch, was widely accepted beyond the western region. He passed away on Wednesday, June 10th, 2015. Sheikh Imam Muhammad Muritoda Usman Lanase was installed as the second Al-Khalifah on June 12th, 2015, and remains the imam to this day. May Almighty Allah continually strengthen him and grant him a long life, Bijahi Muhammad Rosululahi Amin.

Let us mention a few highly prominent Islamic scholars who graduated from this prestigious institution of learning:
- Fadilat Sheikh Muritoda Abdul Salam (Baba Maadul Al-Arobil), the founder of the prestigious Maadu Al-Arobil Islamic Group of Schools.
- Fadilat Sheikh Muhammad Abdul Mojeed (Baba Loke Eleta), the founder of Samsul Arabic Islamic Institution.
- Fadilat Sheikh Abdul Mumini Tijani (Baba ni Sawia).
- Fadilat Sheikh Nurudeen Abdul Akeem.
- Fadilat Sheikh Salaudeen Olodo.

All these aforementioned great scholars were tutored by His Eminence Sheikh Usman Lanase.

May Allah Subhanallahi Wataha grant all the departed sheikhs Al-Jonal Firdaus and never let the great citadel of learning (Ile Baba Lanase) be emptied of knowledge, Bijahi Muhammad Rosululahi Amin.
