The Oyo State government has recruited not fewer than 500 new officers into the Oyo State Road Traffic Management Authority (OYRTMA), aimed at enhancing traffic regulation across the state. 

This was announced by the Chairman, OYRTMA, Major Adekoya Adesagba (rtd), during an ongoing training session at NYSC Orientation Camp in Iseyin.

Adesagba emphasized that the training is intended to equip the new officers with the necessary skills to effectively carry out their duties on the roads. 

Initially, Governor Makinde approved recruitment of 338 officers, but due to high demand, an additional 162 recruitment was approved upon request.

The Chairman noted the diversity of the newly employed officers from Ogbomosho, Ibarapa, Oke-Ogun, Oyo Town, and Ibadan, are undergoing training from July 19th to July 29th. 

The training covers registration, regimental parade, drills, lectures and physical fitness assessments.

Upon successful completion of the training, the recruits will fill various positions within the agency, ranging from GL.08 Road Traffic Officer 02 (RTO) for B.SC holders to GL.03 Road Traffic Assistant II (RTA).

Major Adekoya expressed gratitude to Governor Seyi Makinde for providing employment opportunities, particularly for the youth, thereby alleviating unemployment pressures in the state.

He therefore urged the new employees to diligently follow instructions from instructors and to view this opportunity as advantageous, preparing them to fulfill their responsibilities effectively in any assigned role.

The event witnessed lectures on various topics by Commander Femi Ilugbon (rtd), a former Road safety Corps commandant who spoke on Basic Introduction to Traffic Management; Dr. Saheed Adesokan spoke on Traffic Management Strategy while Mr. Abiodun Obisesan spoke on the History of OYRTMA, its mission, vision and functions among others.

The Oyo State government, has organized an induction workshop for the Thirty-Three (33) Local Government Chairmen, Vice Chairmen and Councillors in the State.

The workshop was in collaboration with KloverHarris Innovative Solutions Limited was held in Ibadan recently

 Governor, Seyi Makinde who said the induction workshop is aimed at keeping the officers abreast of current global best practices for effective services delivery.

Represented by the Commissioner for Local Government and Chieftaincy Matters, Hon. Ademola Ojo, Makinde implored them to be agents of change.

He equally urged them to strive to be the best in the course of discharging their duties, giving room for developmental strides in all sectors.

In his words, "before dwelling on the significance of this gathering, I will like to extend my profound appreciation to His Excellency, the Executive Governor of Oyo State, Engr. Seyi Makinde, FNSE for his immense support for the enhancement and development of human resources.

"I am particularly delighted that Oyo State has witnessed tremendous progress under the able leadership of His Excellency which is a testimony to the sterling qualities of our Governor. Oyo State has been in the front burner of progress, peace and tranquility. Part of which is the conduct of Local Government election as and when due which has brought monumental development to the grassroots.

Chief Jubril Dotun Sanusi Provides Free Transportation for SUBEB Applicants Outside Ibadan (Check Pick-up Stations)

This initiative was announced in a press statement signed by the JDS Support Group, a political movement supporting Chief Jubril Dotun Sanusi’s gubernatorial ambition for 2027, and made available to newsmen.


According to the statement, this free bus initiative is part of Chief Sanusi’s commitment to providing necessary support to the teeming youths seeking employment. The buses will transport applicants from Oyo, Oke Ogun, Ogbomosho, and Ibarapa zones to the University of Ibadan DCL, CBT Centre, Ajibode, Ibadan, and back to their respective pick-up locations.

PRESIDENT TINUBU CONGRATULATES JUSTICE STELLA ANUKAM ON RE-ELECTION TO AFRICAN COURT ON HUMAN RIGHTS
President Bola Tinubu congratulates Justice Stella Anukam on her re-election as Judge of the African Court on Human and Peoples’ Rights for another term of six years.

Justice Anukam was re-elected at the African Union Mid-Year Coordination Meeting Executive Council in Accra, Ghana, on Friday.

The Nigerian obtained her law degree from Obafemi Awolowo University, Ile-Ife (formerly known as University of Ife), Osun State, Nigeria, in 1984, and was called to the Nigerian Bar in August 1985. 

She is also a chartered secretary, chartered arbitrator, and seasoned administrator.

Justice Anukam has served as the former Director of Special Programmes at the Nigerian Institute of Advanced Legal Studies in Abuja, Nigeria, and as the former Director of the International and Comparative Law Department of the Federal Ministry of Justice.

President Tinubu commends Justice Anukam for her contributions to the development of human rights jurisprudence on the continent and encourages her to continue to bring her invaluable knowledge and insights to the African Court. 

The President states that his administration will continue to support the candidature of competent and qualified Nigerians for international positions, noting the country’s strategic importance in the global community.

The African Court on Human and Peoples' Rights is a continental court established by African states to ensure the protection of human and people's rights in Africa. 

It complements the functions of the African Commission on Human and Peoples' Rights. 

The court is composed of eleven judges nominated by member states of the AU and elected by the AU Assembly of Heads of State and Government. 

Nigeria is a state party to the Protocol establishing the Court, having ratified it in 2004.

Labour Leaders Praise President Tinubu Over Approval of N70,000 Minimum Wage and Promise Review After Three Years


President Bola Tinubu on Thursday in Abuja increased the federal government’s offer on the national minimum wage from N62,000 to N70,000, with an assurance that it will be reviewed after three years, instead of five years.

In a meeting with the leadership of the Nigeria Labour Congress (NLC) and that of the Trade Union Congress (TUC) at the Presidential Villa, President Tinubu said he had to intervene in the negotiations, knowing the economic challenges faced by many Nigerians, and the need to provide urgent succour.


“I have heard all your presentations. You came here with the intention to get something on behalf of your members. It has been tough globally. And if you review my track record, I have never been found wanting in ameliorating the problems of workers. I belong to the people and to all of you in leadership. Without you, this job is not interesting.


“You challenged the thinking faculty of leadership, and we have reviewed the position. I have consulted widely, and when the tripartite committee submitted their reports, I reviewed them again and started to think and rethink.


“Last week, I brought the workload to you because we have a timeline. We have a problem, and we recognize that you have a problem too. We are in the same economy. We are in the same country. We may have different rooms, different addresses, and different houses; we are just members of one family that must care for each other.



“We must look at the parameters of things. Here, I have a speed limit, and I must pay attention to traffic warnings; slippery when wet, curved roads, and be careful not to have an accident. That is why I went as far as having this meeting today.


“We are driving this economy together. Let us look at the tenure of review. Let us agree on that, and affirm three years. Two years is too short. We affirm three years. We will review.



“I am going to move from the tripartite committee. I am going to edge a little bit forward, looking at the review that we have done. Yes, no one in the federal establishment should earn less than N70,000. So, we are going to benchmark at N70,000,’’ the President said.


President Tinubu explained that renewing the hope of Nigerians extends to providing infrastructure that will improve their livelihoods and create an inclusive economy that all can participate and benefit.



The President said the government was committed to reducing the cost of transportation with the introduction of Compressed Natural Gas-powered buses, which will be cheaper and efficient, and also assured the labour unions of providing buses that will be deployed across the country.


President Tinubu also said the entitlements of members of the Senior Staff Association of Nigerian Universities (SSANU) and the Non-Academic Staff Union of Universities and Allied Institutions (NASU) will be considered, urging the Ministries of Finance, and Budget & Economic Planning to look at the possibilities of clearing the backlog.


At the meeting, the Secretary to the Government of the Federation, Senator George Akume, thanked the President for his consideration of issues as the “Father of the Nation’’ and scheduling two meetings to resolve the initial impasse.


“Mr. President, at the tripartite meeting, and the resolutions of the government, Organized Private Sector and labour unions; we were all united as one family to promote and grow our economy, and deepen our democracy, by implication to the benefit of all. Basically, that is what we are saying today. We have a listening President here,’’ the Secretary to the Government of the Federation said.


The President of the Nigeria Labour Congress (NLC), Comrade Joe Ajaero, and that of the Trade Union Congress (TUC), Comrade Festus Osifo, thanked the President for creating time to host two meetings on the review of the national minimum wage.


The two labour leaders acknowledged that at the last meeting, the President directed the rescheduling of an official trip in order to attend the second meeting.


The labour leaders also expressed their appreciation to the President, applauding him of his clear show for commitment to the welfare of Nigerian workers.

Agriculture: Governor Yusuf Flag off Distribution of Over N1 billion Worth of Free Fertilizers to Smallholder Farmers in Kano

overnor Abba Kabir Yusuf Thursday unveiled the distribution of free fertilizers worth over one billion naira to smallholder farmers including females and People with Disabilities in the state. 

A statement by Sanusi Bature Dawakin Tofa, the Spokesperson to the Governor, said the initiative was in fulfilment of Governor Yusuf's campaign promise to improve livelihood through investment in Agribusiness. 

Governor Yusuf had during his campaign activities towards the 2023 elections promised to champion Agricultural transformation through the provision of quality and affordable Agricultural inputs as contained in his 70-page blueprint presented to the good people of Kano titled "My Commitment for Kano"

Besides, the Dawakin-Tofa revealed that over a billion naira worth of NPK fertilizers that were distributed to 52,800 smallholder farmers across the 44 Local Government areas were produced by the state-owned Kano Agricultural Supply Company (KASCO).

Governor Abba Kabir Yusuf while flagging off the agricultural input disbursement explained the intention was to reduce the cost of production and boost food security. 

The state executive council had also approved the procurement of over five billion naira worth of fertilizers that will soon be made available to Kano farmers at a subsidised rate.

The Governor stressed that farmers already battling with the high cost of inputs and labour occasioned by economic reality, now have cause to redouble energy to multiply their produce. 

He emphasised the government's readiness to sustain food production through a regular supply of fertilizer production by the state-owned company (KASCO). Governor Yusuf said KASCO and other state manufacturing centres are being strengthened to revitalise revenue flow and sustain the economy of the state. 

The beneficiaries which include women farmers and people living with disabilities are expected to receive 25kg of NPK fertilizer to support their farming activities and eventually boost the yield of their crops and improve the livelihood of the people.

Lawmakers in the House of Representatives have passed a resolution to slash their salaries by fifty percent for six months to provide succour for Nigerians and avert a planned nationwide protest over economic hardship. 


Deputy Speaker Benjamin Kalu moved the motion at plenary during a debate on the need to avert a planned nationwide protest by appealing to the proponents to be patient with the Tinubu administration. 

Adopting the original motion by Representative Ayokunle Isiaka, the House appealed to the general public to promote a peaceful and constructive approach towards addressing national issues.

A bill aiming to create a federal agency for local government elections passed its first reading in the Senate on Thursday, July 18.

 

The bill, titled “Local Government Independent Electoral Commission (Establishment) Bill, 2024 (SB. 531),” was sponsored by Senator Sani Musa, Chairman of the Senate Committee on Finance (APC, Niger East).

COMMUNIQUE ISSUED BY THE PDP GOVERNORS’ FORUM AT THE END OF ITS MEETING IN ENUGU, ENUGU STATE ON WEDNESDAY, 17TH JULY 2024.
The PDP Governors’ Forum under the leadership of H.E. Governor Bala A. Mohammed, CON, held a meeting at the Enugu State Government House, Enugu, on Wednesday, July 17, 2024.

2. The meeting deliberated on a wide range of issues that border on our critical national interest, the state of our party particularly the forthcoming congress, the unprecedented hardship faced by majority of Nigerians as a result of the dismal performance of the APC-led Federal Government, the minimum wage negotiations, and the recurring issue of inter-governmental relations with special reference to local government autonomy and funding.

3. Following exhaustive discussions and consultations, the meeting resolved as follows:

i. UPCOMING PARTY CONGRESSES

a. In the spirit of the founding fathers of our great party who adopted internal democracy as the fundamental principle on which our party was built, the congresses leading to the election of party leaders, at the various tiers, must be all-inclusive, transparent, fair and in strict compliance with the constitution of the party.

b. To ensure the successful conduct of the congresses across the 36 states of the Federation and the Federal Capital Territory, FCT.

ii. OFF SEASON ELECTIONS

On the off season elections in Edo and Ondo, the forum:

a. Admonishes all the parties to the elections to ensure that campaigns are issues-based, violence-free and in strict compliance with the provisions of the electoral act.

b. Urges the Independent National Electoral Commission (INEC) to provide a level playing field that guarantees transparent, fair and unimpeachable elections as any act of bias will be totally resisted.

c. Urges Mr. President to show leadership as a true democrat by refraining from making any statement suggestive of political interference in the entire process.

iii. THE ECONOMY

The Forum notes with dismay and grave concern the mismanagement of the economy by the APC-led Federal Government.

iv. MINIMUM WAGE NEGOTIATIONS

The minimum wage negotiations are becoming unduly protracted. In the face of the attendant unprecedented hardship and impoverishment of majority of our people, the Forum resolves as follows:

a. That Labour’s demand for a substantial salary raise is eminently justified and therefore commands the total support of the Forum

b. While the Forum fully supports Labour’s demand, agreement must take into consideration the ability to pay by the local government, sub-national and federal government.

b. While negotiations are ongoing, we appeal for restraint in both utterances and actions that could lead to the complete breakdown of law and order and ultimately, the collapse of the economy.

v. SUPREME COURT RULING ON LOCAL GOVERNMENT ALLOCATION

a. The Forum believes in the efficacy of the local government system which ensures that governance is brought closer to the people as provided for in the constitution.

b. Will continue to support the autonomy of the Local Governments as enshrined in the Constitution of the Federal Republic of Nigeria.

c. Forum holds the Supreme Court in the highest esteem, and is committed to obedience to court orders. However, the Forum urges that implementation of the court decision must be done in a manner that does not create a trust deficit between the federal governments and sub-national governments while also ensuring that the system does not suffer.

vi. THE CRISIS IN RIVERS STATE

The Forum notes the crises in the Rivers State Chapter of the party and commits to ensuring peace. The Forum has resolved to stand by His Excellency, Sir Sim Fubara, Governor of Rivers State; while at the same time employ wider consultations with stakeholders for a peaceful resolution and thus find a lasting solution to the crises.

vii. RESTORING THE NATION’S PAST GLORY

The Forum regrets that the 16 years of tremendous development under the PDP-led Federal Government, during which the country witnessed single digit inflation, the establishment of the existing anti-corruption institutions and higher standard of living for every Nigerian has been eroded during the life span of the lacklustre APC-led Federal Government.

The Forum identifies with the Nigerian populace in these troubling times and promises to bring back those good old days, of low inflation rate, affordable food, fuel and transportation, steady FDI inflows resulting in high naira value and the greater quality of human life as recorded.

In that regard, the meeting commended the Governors of PDP-controlled states for their innovative approaches to governance in many fields especially infrastructure, education, health, women and youth initiatives and the timely delivery of developmental projects, across the country.

The forum therefore calls on all Nigerians to refrain from anarchy as we all march towards the return of the PDP to power in 2027.

The meeting thanked the Host, His Excellency, Governor Peter Mbah for hosting the first meeting of the PDP Governors in recent times outside Abuja and for holding the Party together not only in Enugu State but in the entire South Eastern Geo-political Zone; as well as extolled his virtues and achievements as evidenced with major landmark projects and interventions.

No fewer than 13 states have fixed dates for Local Government elections in the aftermath of last Thursday’s Supreme Court judgement which prohibited federal allocation to council being administered by caretaker committees.

The states that have commenced council poll preparations include Kaduna, Kogi, Bauchi, Katsina, Osun, Enugu, Benue, Rivers, Jigawa, Imo, Kebbi, Abia, and Anambra states.

On Tuesday, the Kaduna State Independent Electoral Commission scheduled the council poll for October 19, 2024.

The Supreme Court had declared it unconstitutional for state governors to hold funds allocated for the local government councils.

In the judgment delivered by Justice Emmanuel Agim, the seven-man panel held that the 774 local government councils in the country should manage their funds themselves.

The court delivered the landmark judgment in suit: SC/CV/343/2024, filed by the Attorney-General of the Federation and Minister of Justice, Lateef Fagbemi (SAN) against the 36 state governors.

The AGF had sued the state governors through their respective state attorneys-general.

The apex court declared that the government is divided into three tiers: federal, state, and local governments.

S’Court verdict

The court further declared that a state government had no power to appoint a caretaker committee and a local government council was only recognisable with a democratically elected government.

“A democratically elected local government is sacrosanct and non-negotiable,’’ the apex court declared, putting an end to the practice of appointing caretaker committees to run the councils by the state governors.

The court further asserted that the use of a caretaker committee by the state governments to administer the local government violated the 1999 Constitution.

The Supreme Court further affirmed that the local government areas should be governed by a democratically elected government but “The state by the abuse of their power has worked against this law.”

The court declared that the 36 state governors had no power  to dissolve democratically elected local government councils to replace them with caretaker committees.

“Such an act is unlawful, unconstitutional, null and void,’’ Agim stated.

The apex court barred the state governors from receiving, retaining or spending the local government allocation.

It said the practice of receiving and retaining local government funds by the states had gone on for too long, describing it as a clear violation of section 162 of the 1999 Constitution, as amended.

The court held that the 1999 Constitution states that any money leaving the federation account must be distributed to the three tiers of government.

It added that it is the local government administrations that should receive and manage funds meant for the local councils.

Agim declared, “I hold that the state’s retention of the local government funds is unconstitutional.

“Demands of justice require a progressive interpretation of the law. It is the position of this court that the federation can pay LGA allocations to the LGAs directly or pay them through the states.

“In this case, since paying them through states has not worked, justice of this case demands that LGA allocations from the federation account should henceforth be paid directly to the LGAs.”

Following the verdict which was widely applauded, the Finance Minister and Coordinating Minister for the Economy Wale Edun, Attorney-General of the Federation and Minister of Justice, Lateef Fagbemi (SAN) were reported to have scheduled a meeting for Tuesday (yesterday) with the Federal Accounts and Allocation Committee officials to discuss the implementation of the apex court verdict.

The FMR-NEWS was unable to confirm if the meeting was held.

Kaduna LG poll

Announcing the date for the council poll at a meeting with political parties and other stakeholders on Tuesday, the Kaduna SIECOM Chairperson, Hajara Mohammed, explained that the current council officials members were sworn into office on November 1, 2021, and would end their three-year tenure on October 31, 2024.

She said, “The current council members were sworn into office on 1 November 2021 and will end their three-year tenure on 31 October. KAD-SIECOM is responsible for organising the elections of chairpersons, vice-chairpersons, and councillors in the state.

“In consonance with the provision of section 25(1) of the KAD-SIECOM Law 2024, the general public is hereby informed that the LGA council election will be held in Kaduna on Saturday, 19th October 2024, between 8am  and 4pm

“The commission issues the election timetable today, Tuesday 16th July 2024. The 2024 election guidelines have been released with the election timetable KAD-SIECOM is ready to conduct the election on the set date.”
