Solid minerals: Oyo going for gold without baying for blood

Solid minerals: Oyo going for gold without baying for blood

By Sulaimon Olanrewaju
Governor Seyi Makinde’s comparative advantage is his brainpower. His ability to think through complex issues and come up with unconventional albeit unimpeachable results is mindboggling. He dissects issues with the contemplation of a philosopher, the equanimity of a neurosurgeon, the dexterity of a scientist, the precision of an engineer, the prescience of an entrepreneur and the altruism of a leader. The application of this in his business transformed it into a multinational organisation within a decade. Introducing same to governance made him a trendsetter in less than a year as a state governor. The well-told story of how Governor Makinde’s handling of the COVID-19 crisis in Oyo State became the national standard still remains music to the ears and balm to the soul.

Following in this tradition, Governor Makinde on October 24, 2023, signed two Executive Orders; one was on the creation of the Ministry of Culture and Tourism following the excising of same from the Ministry of Information, while the other was to emplace a structure for the solid mineral sector with a view to taking care of the interests of all stakeholders, especially the host communities and the environment. The two Executive Orders were hinged on the Governor’s determination to leverage both tourism and solid mineral sectors to widen the state’s economy in his second term in office. In his first term, Governor Makinde had grown the economy through the development of infrastructure and agribusiness.

The Executive Order on protecting mining communities is the focus of this piece.

Oyo State is endowed with many solid minerals such as lithium, gold, marble, gemstones, iron ore, tantalite, kaolin and talc. With the large deposits of these minerals as well as their high quality, the state stands a chance of grossing a tidy sum annually from them. According to a report by a mining and exploration company, Oyo State has what is considered to be Nigeria’s most significant lithium pegmatite occurrence. To underscore the growing profile of the state in the solid mineral sector, the Federal Government in May this year, established the country’s first gemstone market in Ibadan to serve as a platform for buyers and sellers to meet, negotiate prices and exchange information about quality, origin and processing of gemstones. So, the stage is set for a revenue haul by the state from the solid mineral sector. Through earnings from solid minerals, Oyo State is poised for an era of greater prosperity, progress and abundance.

But that is on the one hand.

The flipside is that the twin problem of criminality and environmental degradation usually boards the same bus with mineral exploitation. Solid minerals attract illicit miners just as sugar draws bees. Illegal mining births mineral trafficking, trafficking leads to economic crimes, organised crimes, banditry and eventually environmental degradation. So, solid mineral exploitation can breed bloodletting, agony and poverty. The examples are too numerous; from the Niger Delta region of Nigeria where crude oil exploration has become a curse rather than a blessing; to Zamfara State where lead and gold mining has left the people with sorrow and poverty; to Guinea where solid mineral exploitation has pauperised the people; to Liberia, where struggle for control over solid minerals resulted in a civil war. More often than not, the recompense for a mineral deposit host community is grief, grief and more grief.

But that is where leadership is lacking.

According to Murphy’s Law, whatever can go wrong will go wrong. The only way to prevent anything from going wrong is to take charge of the process. That is what great leaders do. They know that life is governed by the principle of cause and effect. So, they take charge of the cause to determine the effect. Those who take charge of the cause determine the course of event and determine the effect. Therefore, they take their destiny in their hands; they do not subject themselves to the mercies of situations and circumstances. By being proactive, they protect themselves from harmful effects.

This is what Governor Seyi Makinde has done with the Executive Order on solid minerals. The Executive order has five major components; protection of the host communities from exploitation, protection of the environment from degradation, protection of residents from insecurity, collection of state-based levies and taxes and ensuring compliance of all stakeholders with the Executive Order.

With the Executive Order now in force, all agreements reached between mineral deposit host communities and mining companies must be submitted to the state’s Mineral Deposit Agency (MDA) for transmission to the Ministry of Justice for vetting before signing by the relevant heads or representatives of the community. If the Ministry is satisfied with the draft agreements, the MDA will issue a letter of advice to the relevant community. In addition, all mining companies and the host communities must submit all previously signed draft agreements to the Ministry of Justice through the MDA for documentation. The import of this is that no agreement between any community and a mining company is binding without the seal of the state. With this in place, host communities are guaranteed of a good deal from any mining companies. Now, host communities are protected from exploitation by mining companies that may want to capitalise on a few people’s avarice to subject a whole community to penury and bondage.

The Executive Order similarly states that any holder of mineral title in Oyo State must conduct an Environmental Impact Assessment (EIA) before the commencement of any mining exploration or activity to assess the impact of its activities on the environment, while all holders of mineral titles already carrying out mining activities in the state must immediately conduct an Environmental Impact Assessment. It also states that all EIA carried out by holders of mineral titles shall be vetted and approved by the MDA. In addition, all holders of mineral titles are under obligation to carry out restoration and reparation of the land and environment as detailed in their Environmental Impact Assessment reports. The essence of this is to protect the environment from degradation. With this Executive Order any mining company knows that it cannot abandon any mining site without restoring and rehabilitating it.

Going forward, the Executive Order also compels all holders of mineral titles operating in Oyo State to undergo checks by the MDA in collaboration with relevant security agencies in the state to verify their legal status, citizenship and background before settlement in the communities to ensure peace and security in the communities. In addition, every employee of a mining company must be duly registered by the MDA and security agencies. This enables the security agencies to keep a tab on everyone working on a mining site and protect the host communities from the incidence of “unknown gunmen” or bandits.

The MDA and the Oyo State Board of Internal Revenue are to ensure the collection of all relevant state-based taxes, levies, fees, charges, etc related to all mining entities doing business in the state, while the Ministry of Justice, Mineral Development Agency, Ministry of Environment and Natural Resources, Oyo State Board of Internal Revenue, Local Government Councils, traditional institutions, security agencies are mandated to ensure compliance with the Executive Order and initiate investigation and prosecution of any defaulter in accordance with the Law. So, while ensuring that the state gets its due from mining activities by putting measures in place to see that appropriate taxes and levies are paid into the coffers of the state, the government has also instituted a structure to ensure compliance and guard against anyone gaming the system.

With this Executive Order, Governor Seyi Makinde has achieved two major things. One, he has set the stage for Oyo State to profit from its natural endowments without throwing the people under the bus or putting the environment in harm’s way. Now, the state can look forward to earning good money from its natural endowments without the blood of the citizens being spilled, a community being sacked by criminals or the environment being degraded. Governor Makinde has demonstrated that he cares about the people he leads and that the wellbeing of the citizens forms the fulcrum of his administration. He has shown that solid mineral exploration can be done without people exploitation. He has shown that by emplacing the right structures and systems, the business of solid mineral extraction can be done without bloodletting, armed conflict, brigandage or banditry.

The second thing is that Governor Makinde has also given the nation a template on how to manage natural resources for the benefit of all stakeholders without the people being ripped off or the environment being ripped apart. As it was during the COVID-19 era when Governor Makinde set the national standard, he has set another national standard in natural resources management.

In any society, leadership makes the difference between life and death, safety and peril, growth and decline, joy and grief, freedom and bondage as well as prosperity and penury. The difference is in the ability to think differently.

PDP Mourns National Woman Leader, Prof. Effah-Attoe

PDP Mourns National Woman Leader, Prof. Effah-Attoe
…Says Her Death is a Devastating Loss to Nigeria

The National Working Committee (NWC) and indeed the entire Peoples Democratic Party (PDP) family is utterly devastated over the death of the National Woman Leader of our great Party, Prof. Stella Effah-Attoe.

Our hearts bleed! Our Party and Nation have lost one of our best and brightest. Prof. Effah-Attoe’s death is a huge blow not only to her family but also to the PDP, the academic community, the people of Cross River State and indeed the Nation.

Prof. Effah-Attoe was very brilliant, towering and magnificent in all spheres, but yet lived an exceptionally humble, pleasant, sociable, gracious, compassionate and loving life. She touched lives in many positive ways and made pivotal contributions towards the growth and development of our Nation.

She was a dedicated teacher, politician, author and fearless mobilizer who always stood for the truth; fought for justice, equity and fairness and gave her energy, passion and resources in the pursuit of the rights of women in Nigeria.

Over the years, as Commissioner for Education and later Commissioner for Information and Culture in Cross River State, member of the Cross River State House of Assembly, member of Governing Board of several Cross River State and Federal Government Agencies and Programmes; a University Professor and one of the most decorated scholars in Nigeria, she distinguished herself as an amazon with extraordinary intellectual capacity for leadership and national service.

As the National Woman Leader of our great Party, she brought in an uncommon intellectual aptitude into Party administration especially in mobilizing women for greater participation in politics and governance.

The PDP will always remember her tireless contributions alongside other PDP leaders in the effort to rebrand and strengthen our great Party in the build-up to the 2023 general elections in line with the mission to rescue, rebuild and redirect our nation from misrule.

Prof Effah-Attoe’s death has left a huge vacuum in our Party but we take solace in the fact that she lived a devout Christian life, triumphed in her chosen path and left indelible marks in the service of the Nation and humanity.

The PDP commiserates with her immediate family, the people of Ikun in Biase Local Governnment Area of Cross River State, the Academic Community, the Cross River State Chapter of the PDP and the people of Cross River State.

Our Party prays to God to grant us all the fortitude to bear the loss; and to the faithful departed, an eternal rest in His bosom.

Omituntun SAfER Buses: The Peoples' Governor Has Done It Again, Residents applauds Makinde, Dikko

Omituntun SAfER Buses: The Peoples' Governor Has Done It Again, Residents applauds Makinde, Dikko
Governor Seyi Makinde is a shining example of a leader who prioritizes the welfare and concerns of his citizens above all. His commitment to giving the people of Oyo State the best aid makes it truly commendable. He listens attentively to their needs, and his actions reflect a dedication to improving their lives.

His commitment to improving the lives of residents is evident in his numerous initiatives, including the Omituntun bus scheme which has emerged as a quick and effective relief for the citizens of Oyo State from the burden of fuel Subsidy Removal and the rising cost of living. This innovative transportation initiative not only provides an efficient means of commute but also significantly eases the financial strain on the people.

The Omituntun bus scheme is a testament to Governor Makinde's determination to provide affordable, accessible, and reliable transportation for the people of Oyo State. The scheme has been met with widespread acclaim, with residents praising the governor for his commitment to improving their quality of life.

The Omituntun Bus Scheme: How the Governor is Delivering on His Campaign Promises

The Omituntun bus scheme is a mass transit system that provides affordable and convenient transportation for residents of Oyo State. The buses are equipped with modern amenities such as air conditioning, Wi-Fi, and CCTV cameras. They are also designed to be environmentally friendly, with Euro 5 emission standards.

The buses operate on a number of routes within Ibadan, the state capital. Recently in August, the Oyo State Government expanded their intracity services within Ibadan and includes intercity services from Ibadan to other zones. The fares are very affordable, making them accessible to people from all walks of life.

How to Access the Omituntun Bus Scheme

Accessing the Omituntun buses in Oyo State is very easy and has been streamlined through the introduction of the Pacesetter (Omituntun) card, a digital payment method initiated by Governor Seyi Makinde. This card is the key to efficient and hassle-free bus rides.

To utilize this innovative system, commuters must acquire the Pacesetter (Omituntun) card. This card serves as both a mode of payment and an access pass to the buses. With it, passengers can make payments for their bus rides with ease, avoiding the inconvenience of carrying cash.

The adoption of this digital payment method has been a resounding success, with over 25,000 people in the state now in possession of the Pacesetter card. Yet, the goal is to distribute the cards to over 50,000 commuters for FREE, as stated by Dr. Salami Ibraheem Oladeji, the Chairman and Sole Administrator of the Oyo State Pacesetter Transport Services in an interview recently.

This reflects the readiness of the people of Oyo State to embrace technology, particularly in a city like Ibadan, acknowledged for its rapid urbanization and industrialization.

This development has not only improved transportation but also contributed to the overall modernization of the state's infrastructure, making travel more convenient for its residents.

Residents can simply purchase a ticket from any of the designated bus stops. The tickets are valid for a single journey and can be used on any of the buses in the scheme.

How Many People Use the Omituntun Bus Scheme?

The Omituntun bus scheme has been a huge success, with thousands of people using the buses every day. The scheme has helped to reduce traffic congestion in Ibadan and has provided a much-needed alternative to the often chaotic and unreliable public transportation system.

Public Praise for the Omituntun Mass Transit Bus Scheme

The introduction of Omituntun Mass Transit buses in Oyo State, coupled with the Pacesetter (Omituntun) card, has significantly reduced the cost of living and carriage of goods from one location to another.

These buses offer an affordable and efficient transportation option, eliminating the need for expensive private vehicle usage. Commuters can conveniently make digital payments using the Pacesetter card, saving on fuel, maintenance, and time, while reducing traffic-related stress. This has eased the financial burden on residents, making daily commuting more cost-effective and contributing to an improved quality of life in Oyo State and beyond.

The Omituntun bus scheme has been widely praised by residents of Oyo State from civil servants, to traders and students.
Here are some of the comments that people have made about the scheme:

"The Omituntun bus scheme is a lifesaver. It has made it so much easier to get around Ibadan. The buses are clean, comfortable, and affordable." - Mrs Adebayo, a Trader in Ibadan.

"I am so grateful for the Omituntun bus scheme as a student. It has made a big difference in my life. For us students, we can now travel easily from our schools during break period on a more affordable budget." - Miss Olaleye, a student of LAUTECH.

"The Omituntun bus scheme is a great initiative. It has helped to reduce traffic congestion in Ibadan and has made the city a more liveable and lovable place." - Mr. Owolabi, a resident of Ibadan

"Traveling to Iseyin now cost half of what it used to bet in the past. I am just too grateful to our talk and do Governor. May God bless him more for us." - Mrs Adeoye, a civil servant.

On a final note,

The Omituntun bus scheme stands as a remarkable success story, earning praise and admiration from the residents of Oyo State. Its impact on the community is undeniable, having significantly reduced traffic congestion in Ibadan, which in turn has enhanced the overall quality of life for its people.

This initiative is more than just a transportation system; it's a symbol of progress and excellence within Oyo State. The 50% reduction in bus fares, as highlighted by Mr. Owolabi, not only eases the financial burden on residents but also demonstrates the government's commitment to providing efficient and accessible public services.

As a result, the Omituntun bus scheme has become a beacon of innovation and progress, contributing to the state's growth and the well-being of its citizens.

Everyone is indeed proud of the people's Governor, Engr. Dsc GSSRS KJW Abiodun Saheed Seyi Makinde FNSE and the leadership of Pacesetter Transport Services Company PTS Oyo State, Hon. Dr. Ibraheem Oladeji Salami Dikko Salami Movement

IS IT NOT TIME TO WAKE UP? YES I THINK: By IJOBA AUTHORITY MOE

IS IT NOT TIME TO WAKE UP? YES I THINK: By IJOBA AUTHORITY MOE
Dear fellow compatriots, devoted party members, brothers, sisters, valued stakeholders, distinguished dignitaries, esteemed personalities, and prominent champions of our beloved People's Democratic Party (PDP).
IT IS TIME TO RISE FROM OUR SLUMBER

Aren't we still the people's choice? Has our people-centric focus dwindled? Is our ideology, driven by compassion, no longer centered on the people?

Have we forgotten too quickly that the PDP stands as the lone defender, protector, and conservator of decency, order, and unity in our beloved nation and beyond? Isn't it time to dig deep into our books and recognize that something isn't right, something that demands our immediate attention and resolution?

Do we still hold the belief that our party, the PDP, resides in the hearts of the people as the largest political force in Africa? Why have we seemed to have abandoned the new path, the roadmap for accelerated development charted by the government? Didn't we pledge to uphold true allegiance, maintain confidentiality, and honor our agreements at all times?

It is our unwavering commitment to the democratic process, the order, due process, and genuine leadership that sets the standards for sustainable development within our party, the PDP. We cannot afford to waver in this dedication.

FINDING OUR WAY BACK: THE PDP'S PATH TO REDEMPTION AND FIVE WHYS

In the wake of the recent electoral loss and the Supreme Court's affirmation of the ruling party's victory in the presidential election, it's natural to wonder if our faith in our party, the People's Democratic Party (PDP), is still justified. Is this the ship we want to stay on amidst the storms of politics and the uncertainty that surrounds it? These are legitimate doubts, but I'm here to share with you not just five reasons, but an in-depth exploration of why your faith in our party should be rekindled and not abandoned.

REASON ONE: OUR STATE-LEVEL BEACON OF HOPE

Let's start with the heart of the matter, the leadership we have at the state level. Governor Seyi Makinde is a torchbearer for our party and a beacon of hope for our beloved Oyo State. His dedication to the betterment of our state has been nothing short of remarkable. By giving up on our party, we risk jeopardizing the legacy of his good governance. Our role is clear - to rally around and fully support him.

Governor Makinde's administration has shown a commitment to good governance, transparency, and progress. The strides he has made in infrastructure development, education, healthcare, and various sectors are visible proof that our party is still capable of delivering the change we desire. We cannot afford to let this opportunity slip through our fingers by losing faith in our party.

REASON TWO: A COUNTRY FOR ALL OF US

Nigeria is not just a nation; it's our home. It belongs to every citizen, and we all have a stake in its future. If we allow our country to collapse now, what excuse or explanation will we give to the younger generations coming behind us? They will rightfully question our ability to safeguard their future.

It's a shared responsibility to ensure that Nigeria remains a nation where progress, justice, and equality prevail. Our party, the PDP, has a rich history of advocating for these principles. We've stood up for the people, defended decency, and worked to foster unity. These core values must not be forgotten. We must remain committed to the principles that our party was founded on, fellow Champions.

REASON THREE: THE COST OF LETTING THING FALL APART

If we allow things to go bad, contrary, and out of shape beyond the ordinary, what gain will that turn for us? Chaos, uncertainty, and social upheaval are the potential outcomes of political apathy. By abandoning our party, we risk creating a void that others may fill with agendas that do not align with our values.

The cost of letting things fall apart is immense. It's not just the financial toll or the loss of progress; it's the eroding of the very fabric of our society. The suffering and hardships that our fellow citizens face will only increase. The responsibility to prevent this from happening rests on our shoulders as stakeholders in our party and our nation.

REASON FOUR: REDISCOVERING OUR CORE VALUES

Our party, the PDP, has always been defined by its commitment to people-centric ideology, compassion, and progress. It is easy to forget these values when faced with setbacks, but it's precisely during challenging times that we need to recenter ourselves and recommit to what we stand for.

Our ideology is not just a set of words on paper; our logo is not merely a fancy design; it's a promise to the people. It's a pledge to defend the dignity, rights, and well-being of our citizens. Our umbrella is big enough to accommodate all. By staying true to these values and working collectively, we can bring our party back to its core mission of serving the people.

REASON FIVE: THE UNBREAKABLE UNITY OF OURS

We must remember that we are not alone in this journey. As members of the PDP, we are part of an unbreakable, unbeatable umbrella that has weathered many storms and emerged stronger each time. Our party's history is marked by resilience and a commitment to the betterment of our nation.

We have seen the fruits of our unity in the past. Our great party, under the leadership of Governor Makinde and many other prominent leaders, has given birth to many successful initiatives and leaders in their respective domains. This unity, this collective strength, is what makes us formidable and capable of bringing about meaningful change.

In this critical moment, where the need to rescue, unify, and reset Nigeria is paramount, we must stand together and ensure that Nigeria remains a country where everyone can thrive, regardless of their background. We have the potential to be champions of change, guiding our party back to its former glory.

THE PRESENT SETBACKS SHALL PASS

Now, I understand that not a few might be feeling skeptical or disappointed. It's natural to wonder if our party can deliver on these promises, and if it's worth continuing the fight. But let me remind you that no one is indispensable, indomitable, or invincible in this journey.

Time is fleeting, and as history unfolds, it will serve as our reference point. Looking ahead, we must consider the legacy we leave behind, for power changes hand sooner or later. Therefore, individual ideologies must align with the collective common sense, converging at the center table to find equilibrium. Mere existence as a political party is insufficient; we must have principled leadership at the helm, driven by conscience, unwavering integrity, and a resolute commitment to serving humanity. It's this leadership that will pave the way for a better, safer, and cleaner environment, free from the shackles of corruption, egocentrism, mind games, nepotism, favoritism, and godfathering tendencies.

Let me emphasize that our current situation is like a ship sailing through turbulent waters. It's only when we unite and steer the ship in the right direction that we can find calm seas and reach our destination. The logical conclusion is that to achieve the change we desire, we must work together, despite the challenges that may lie ahead.

Think of it this way - even the most significant achievements in history came at a price. Sacrifices were made, and hardships endured to bring about positive change. We should be ready to make these sacrifices for the betterment of our nation.

I AM NOT AFRAID, WHY SHOULD YOU?
As an individual, I'm not a coward, and I'm not afraid to speak the truth when necessary, especially at a time like this. It's not about me; it's about us. There's a common ground that we can find to settle disputes and move forward. We must not let our disagreements divide us; instead, we should focus on the data, logic and approach that can only lead us to the best possible outcomes.

In the grand scheme of things, the logical conclusion to any matter may be deep, painful, sacrificial, and hard to achieve. However, no amount of contributions or sacrifices made on behalf of the majority and minority is too costly to bear. We need to remember that positive change often comes at a price, and we must be willing to pay it.

In closing, I urge you, my fellow party members, to consider the bigger picture. If we allow Nigeria to collapse now, what excuse will we give to the younger generations? If we let things go awry and waste the talents, champions, and emerging leaders in our midst, what kind of legacy are we building for the future?

Remember, we have a responsibility to rescue, unify, and reset our great party and, by extension, our nation. Governor Seyi Makinde is doing his best, and it's our duty not to let anyone truncate his good governance legacy for the people of Oyo State.

Our nation's destiny, our party's path, and our collective future are within our grasp. It's a moment to reignite the spark of hope and unwavering commitment. Together, we can shape a more promising and prosperous Nigeria for every citizen. Through our united efforts within our esteemed party, we can work towards realizing the country and state we aspire to create..

Let's wake up!!!

I must express, for the sake of my deep respect for my country, state, and the People's Democratic Party (PDP), that I write this piece with a heavy heart.

Yours in service,

Egalitarian Dig. Com. Moyosoreoluwa Olamilekan Eldreez, codenamed Ijoba Authority Moe Dynasty, writing from Ibadan North East Constituency, Home of Generals.
